A proposal for the modernisation of street-lighting operations
A live demonstration of the platform is available on request.
Who we are, and why street-lighting operations deserve better than complaint forms.
BW-CITY is a smart street-lighting operations platform, built and operated in Malaysia by the BWTMS Tech Team. It gives councils a live command view of their entire lighting network — and a verifiable record of every fault and every repair.
A resident notices. A report is filed. Nights pass before the fault is even known — and the council answers for every one of those nights.
The resident is the sensor. Faults surface days after the street goes dark, through channels built for grievances — not operations.
Contractor claims are checked by paperwork and occasional site visits. There is no independent record of what was actually repaired, or when.
Network status is scattered across spreadsheets, phone calls and institutional memory. No one holds the whole picture.
One lamp fails at 20:14 on a Tuesday. Everything in this proposal comes down to what happens next.
A guided walkthrough of BW-CITY — screen by screen.
Three layers. The field infrastructure you already own at the top, the people who need answers at the bottom.
Live production view · MPSP network · every pole, feeder and gateway on one map with real-time online, light-on and alarm status
Live production view · the device panel — live state, on/off control, brightness slider, coordinates and device specifications
Live production view · the live alert queue — typed events, priority, occurrence count and nearest-road location on every row
Roughly half of everything the network reports fixes itself. A crew should never be sent for those.
Alarms stream in from the network around the clock — every lamp, feeder and gateway, all night.
A settle window lets self-clearing blips pass without wasting a crew's night. The figure above is our own operating data, across live networks.
A sustained fault becomes a work order within the hour — and is auto-cancelled if it clears itself.
From the moment a lamp stops reporting, to the line it occupies in the council's evening report.
Live production view · the work-order register — priority, source, schedule and assignment, with the task detail expanded in place
Live production view · the operations-room wall display — network health, real-time alerts, work orders, energy and carbon, day and night
Live production view · the reporting module — energy, carbon, alerts and work orders over any period, exportable and scheduled
The platform runs on the city's own rhythm — dusk to dawn on the network, daylight for the crews.
Operating scale, and the councils we serve today.
A single city network we operate today —
City and municipal councils in Johor and Selangor — and the national utility.
One bundled responsibility — hardware, maintenance and accountability.
Hardware, maintenance and visibility — bundled as a single responsibility.
Supply and installation of the street-lighting hardware.
An SLA-backed maintenance concession with agreed response targets.
The accountability layer — live visibility that proves the SLA is being met.
Structure first — final figures follow the site survey and scoping.
Prove it on one district before the city commits.
Audit the poles, cabinets and coverage on the ground.
One district goes live, with success measures agreed up front.
Scale out on the proven pattern, one zone at a time.
Steady-state monitoring, reporting and maintenance.
Faults found by the network the night they happen — not by a complaint the following week.
One live map, a triaged fault queue, and evidence attached to every closed work order.
Twice-daily reporting in the council's own name, and an SLA that can actually be audited.
The next step: a joint site survey and a scoping workshop.
